Concerned about paying online?

So I requested to someone online to design a web page for me but I have to pay him first. He sent me an invoice through paypal. Are these type of transactions safe?

    With PayPal if you pay with a credit card, you have both PayPal and your credit card company that will take care of you if the transaction goes bad. If the designer does not deliver the specified product or does not deliver it at all, you would first contact him/her to request a refund, if that fails, you would contact PayPal and request a refund "because you never received the product you paid for". If that fails, you would then contact your credit card company and request a refund "because you never received the product you paid for". ANY situation where you contact PayPal or your credit card company is VERY BAD for the person that took your money, they get charged fees by PayPal and possibly the Credit Card company for the "chargeback" and it does not look good for their merchant account either.

    Basically, you have alot of things to resort to if it goes bad, the person designing the website does NOT. ADVANTAGE YOU!

    Advice for the future: pay half down and half upon completion. When you go with a freelance designer, they have costs upfront to get you a website, they don't want to be ripped off either.
