Space agencies government funding in Europe?

What are some space agencies out the USA and Russia that are government funded? Also, what agencies were previously funded by the government? Is this an effective way of funding these agencies?

    All space "agencies" are government funded to some extent.

    Also, space work being done by the military (USA, Russia and China) is funded by governments.

    Virgin Galactic (private company) is not an "agency". There are a few other private companies, but they often survive by doing work for governments, so their "funding" status could be nebulous.
