Because the value of the dollar is down. That is why gas prices have gone up. Not because of some birther issue and not because of evil oil companies. OPEC is charging more because the dollar is worth less. Simple economics.

Because the future's market that bets on the price of oil in the future hasn't been impacted by the news and probably won't be. Betting on gas prices in the future to charge us that rate now has nothing to do with Obama's berf.
