I need to do a project on government funded space programs?
I need information on who is involved, opposing viewpoint, and I need to identify the stakeholders in this issue. Help me please - i'm VERY confused.

The money comes from taxpayers. Some tax payers don't agree with the space program, that's your opposing viewpoint. It can cost hundreds of millions of dollars to launch a single satellite. If you have scientific interest in this that's a small price to pay. But not everyone cares about science, unfortunately.
Another conflict could be where exactly should we spend the money? NASA has a lot of ideas but they only get to pick a few of the best because they just don't have enough money. For example a mission to colonize mars would cost billions and billions of dollars. But some people would undertake it in a heart beat. It is well within our capabilities to have a colony on mars. Some people think that we are gambling with the fate of the human race by not colonizing a second planet, because a one planet species could easily be extinguished. In their view the price tag of the colony is irrelevant. Other people believe that the chances of extinction are so small that the price tag is very relevant.
