Never mind the official government agencies. It's commonly known that their charters and guidelines are often ignored. Of course the CIA operates with US borders, though it tries to do it covertly. Repeated cases over the last 40 years have shown that is so. The NSA has been engaged in spying and espionage both internally and externally since at least Zbigniew Brzezinski, if not earlier, and anyone who believes that has been stopped might as well try to put toothpaste back in its tube. The FBI and ATF were responsible for the attack on the Branch Davidians which killed some 75 people, of which 25 were children. The logic behind that assault (which included tanks) which was expressed by then Attorney General Janet Reno was that the sect was "heavily armed". Fair warning to those who like to crow that their 2nd Amendment rights will defend them against a government gone mad! Meanwhile the infighting, jealousy, and secrecy between the various agencies themselves is also notorious. But I would say these things are not the point; and so your question is as you see from the answers here, is a spur to argument -- that's all.

The point is that anyone with money (including corporations (!) since the Supreme Court's recent decision to classify them as 'individuals' with 1st Amendment rights) can campaign against another in the United States -- never mind ethics or considerations about decency or the public's welfare. Just look at Trump's camapign about Obama's birth certificate. Even now that the document has been produced (imagine!) -- Trump is still muttering innuendos to any media that will publish him. And speaking of media -- do you have a moment's doubt that if there were any ugly things to reveal about the President, that the minions of Fox News (and Glenn Beck's people in particular) would have been all over it like the pack of dogs they are?
