Because other than when they hold out their hand and beg for money or aid or military assistance to fight a more aggressive neighbor, they don't want anything to do with us. They don't want to know us, they don't want to hear from us, they call us every name in the book, they oppose everything we do or want, they barely acknowledge our existence. That is until they need more money and/or more aid.

Many do, you just seldom hear about it. Heck the Mexican Army assisted after Katrina and there were numerous offers of money, food, water, even oil from Katrina. Did we accept it all, of course not, but then again most countries do not accept all assistance offered even in the times of disaster. So maybe next time check your facts before claiming something that is untrue.

If you think back to when the BP oil spill happened, lots of countries sent their skimmer boats and clean up equipment. But because the companies working them weren't using union labor, they were turned away. Before the US accepts aid from anyone, they would have to conform to union regulations (at least until we replace our chief executive).
