For public use, the early 90's but overall it has been in existence decades before that.

it started out in the late 60s as a way for DOD employees with TSSCI clearances to trade dirty pics. Then in the 70s & early 80s university professors began to use it to share their thoughts on how best to destroy America. It was not until the mid to late 80s that the Illuminati allowed the general poplation to use the Internet as a means of brainwashing through pornography addiction.
