Panasonic's Lumix GF2?
Is this camera good enough to buy instead of a Canon DSLR
and my biggest question is, does this Panasonic's Lumix GF2 camera have the effect of focusing on an image and blurry out the background, please help, thanks! (and what lense would that be)

In terms of image quality and handling, any DSLR camera will probably beat it.
However, if your main concern is having decent quality in a very small package, than the GF2 is as good as it gets. If you don't care about size, than DSLRs will almost always be better.
To answer your question, the GF2 is capable of producing that "effect", but only with a proper lens with a wide aperture. Something like the Sigma 50mm f/1.4 would be ideal: http://www.four-thirds.org/en/fourthirds/single.ht...

Yes, it does that. I believe you want it because of the size. I'd say, get the Canon EOS Rebel T3. You'll love it.
