I think he is saying that he feels that in the future, when people dicuss the civil rights movement (now, I guess!), that they will feel far more upset with people who were not racist, yet did not take up the cause of civil rights, than they will feel towards the crazy racist morons who were probably inbred mrons who really were too stupid to know any better.
That to not act, when you know what is right and just, is almost as bad as doing wrong.
