How can I add blurb-like captions to a photo? (javascript/css)?

I would like to add captions to specific items or people in a photo sort of like how you can tag a person or a brand in a Facebook photos. Any ideas on how to code this for a personal blog?

    There is a photo tag jQuery plug-in that does precisely what you want. It lets the user mark regions in a picture and associates text tags to that region just like Flickr and Facebook photo tagging.
