if you were selected originally and now you're back in the mix, I'm sure it feels very unfair, but there was a serious problem with the computer program and most of the people who applied weren't even considered and that wasn't fair at all to them. check out http://dvlottery.state.gov/ and read all about it.

It was spotted by the public on various forums that all the winner so far had applied on a certain day
the power that be spotted this claim and investigated the anomaly and found it to correct so it all came to a stop
I agree its horrible if you had thought you won and may find on the next round you have not
but then of course only half those winner actually get a green card and its sometimes claimed that a high percentage never actually arrive or return home dissillusioned with a month

It was fair as there was a computer problem. Not all winners get green cards, you still have to satisfy a lot of requirements.
