Can group members access web content without a yahoo e-mail address?

I know they can join the group, and probably get the e-mails, but they don't seem to be able to sign=in online, there fore cannot access web content, like photos, etc.

Is there any way for people who do not have/want a yahoo e-mail address to access the group on the web?

    A person can have a Yahoo Account without the mail. Yes, you have to have a Yahoo Account to view the web features of the group. That is how any social site gains members.
