What are some great foreign films like 'Amélie'?

Question

I just watched Amélie and fell absolutely in love with it. This is not the first time a foreign film has knocked me off my feet. So, I'd like to know if there are any other foreign films that are on par (or come close to) the movie Amélie? They don't have to be French, either. Anything besides American.
