My printer says: At least one of the print cartridge has a problem, put 2 different sets of cartidgesIbougtht?
I bought 2 sets of ink cartidges and 2 different printers have the same message.
Is there any possibility that it is something other than getting ripped off from a seller on amazon?

It could be a printer problem, I've seen it happen before. And it could be bad cartridges too. But, the first thing you should try though is to power the printer Off, take a lint free cloth and some alcohol and clean the electrical contacts for the cartridges on both the cartridges and in the carriage where they sit (be careful but firm when cleaning to make sure they're clean). The contacts can become dirty and not make proper connections causing that problem.
Also make sure you've removed all the packing material and sealing tape before installing them.

This situation is as a results of the fact the cartridges are designed to get replaced while empty, quite than refilled. they have an on-board chip which might want to be reprogrammed to make it appear as if new, with the printer application displaying an entire ink chamber. This reprogramming is easy for Epson printers, resetters being fairly accessible. For different fashions this is not rather basic. in spite of the shown fact that it nevertheless works.
