Boy advice needed. Please help, males confuse me.?

A good friend and I are often teased about how we should be dating. We just laugh it off and tease back.

Thing is, I do like him, quite a bit I think.

Two of his best friends, one of whom is good friends with me, asked "Ben" if he actually liked me. Ben openly admitted that he was. I do not think he knows I like him, though he may have an inkling.

He has told me before that he's just not interested in dating when I once asked him why he didn't have a girlfriend.

I would like to date him if I could, but I'm too shy to ask him. If he does like me, why doesn't he ask me out? Is there a way I could make him really notice me and consider breaking his own rule of not dating?

Thank you for any suggestions :) A relationship may not be possible, but I'd like to hear from some experienced people on this.
