can a cop give me a seat belt ticket in a shopping mall while driving from one store to another store.?

I was at the local mall at Target. I came out, got in my car and drove 800 feet to a new store and a cop pulled in behind me. He said he was going to give me a ticket for no seat belt.I said Im in a parking lot going from one side to the other. he said, so and gave me the ticket. Is this legal???

    Yes it is legal, rather petty of a cop to do that but a mall parking lot is not private with hundreds of people walking around and their cars, even if the lot is owned by Target and/or the mall.

    how about all those kids that are ridding a bus to and from the schools in the area how many ride them maybe 60 wow wouldnt it be a mess for a cop pull up and see a bus laying on its top with all them kids laying every were that would be a bad sight but wow to pull somone over for not wearing a seat belt in a parking lot how about all them busses i think they should make them put seatbelts in the busses

    Of course, he saw you without a seat belt on, and followed until he had a reason to stop you. The fact that sometime later you put on your seat belt doesn't mean you had it on at the start. Order. Get in the car, put on your seat belt, adjust your mirrors, then start the car. Not start driving and put on your seat belt somewhere down the road.

    Absolutely he can. In fact, in my state you can be ticketed for sitting in a parking lot without wearing a seatbelt with the engine off. If the keys are in the ignition, you can be ticketed.

    I am sure it is possible, but it is a stupid policy. Unless you were driving reckless. Not many cops would give a ticket for it unless they're bored or just trying to be A**holes. Sucks but you most likely have to pay it

    That's kind of obvious, isn't it? He gave you the ticket so he must have been able to do so. My bet is it is going to be easier and cheaper to pay the fine and wear your seatbelt the next time.

    i think so. the car was in motion and you were behind the wheel. if some maniac driver gunned it across the parking lot and hit your car and it rolled over you would not be wearing your seatbelt. i know thats highly unlikely, but driving is driving.

    It depends. If you stayed in the mall parking lot the entire time, then no because it's private property. If however you drove on a public street at anytime to get to the other store, then yes.

    IIRC, seat belt laws apply to any motor vehicle operation, private property or not.
