Never heard of anyone called "Topsy" specifically... but I'm wondering if you're referring to the Topper series of films.
In the original Topper (1937) film, the adventurous Kerby couple dies in a car accident and become ghosts. As this rich couple has never really wanted for anything, they have never done anything really good or bad with thier lives, so they decide to keep Cosmo Topper, a stuffy bank president, company until he reforms his ways and embraces a more fun-loving attitude towards life.
There were 2 sequels to this film... Topper Takes a Trip (1938) and Topper Returns (1941).
