Why is "save as PDF" in the print menu and not the file menu in word?

It's counterintuitive. And it makes no sense, as you're not printing anything. It's like hiding one of the fonts in the track changes menu.

    PDF saves data that otherwise would go to a printer.

    Traditionally—before Word included the feature—you created a PDF by "printing" to a special printer driver instead of your real printer.

    You are confused. You are printing something. When you add the PDF function to Word, it creates a PDF printer driver. The driver creates a virtual PDF printer and when you save as you are actually printing the PDF file.
