If I was in a two-car accident, who receives more damage?

In a parking lot, two cars back out at the same time (kind of). Car A, who has another passenger as another set of eyes, didn't see any cars when they pulled out. Car B, claims they were already out. Car A has the most damage and Car B has a few scratches. Neither car thinks it is their fault.

So who is at fault and who would receive the most damage in this situation? Is it the one who was the cause of this crash or the victim?

Update:

Car B hit the left side bumper. Car A was backing out to the right as was Car B, but Car A is the one with a dent on the left side bumper.

When I say who receives the most damage, I refer to the car.

    the car with only a few scratches would probably be at fault because it would have had to hit the other car more seriously to cause damage than a few scratches. also since car A had a witness they have a better chance of clearing the guilt. most stores have cameras somewhere that view the parking lot and if thats the case a tape could be reviewed to see what happened. parking lots are scary, so its probable that neither one of you saw the other and you are both at fault for the accident.
