When did people start using "that" instead of "who" ?

Daily we hear reports & interviews which refer to third parties as "that". For example, "we are looking for people that saw the event." The correct usage is "who" . When did people become inanimate objects?

    When people started being lazy about learning English...and when the UK started accepting teachers into High School to teach English who couldn't even spell themselves.

    The downward spiral of society I fear.

    The correct usage is not always "who", not even for people. I just don't have time at the moment, so I did a quick Google and got this site, which lists some other guides:

    "We are looking for people who saw the event" means that the speaker assumes that there is a limited number of people and wants to contact them all. "We are looking for people that saw the event" suggests that the speaker does not specify the number of people but wants to contact any of them. If the subject was inanimate and you were referring to them all, you would use "which".

    Mastering English grammar takes a lifetime. Until you have done so, it's generally unwise to criticise that of other people.
