A typical small business can be expected to have the same 150gb cap that individual households have.

This will not affect businesses. At most, employers will have to tell employees to bring their own music to work instead of streaming all day from Pandora or last.fm and stop using thepiratebay.org or Netflix at work. 150gb is 214 normal-quality movies from thepiratebay.org or 37 DVD quality movies from either thepiratebay.org or Netflix.

If a small business owner has employees downloading 37 movies per month from work computers, he has bigger problems than the bandwidth cap.

150gb is a huge amount of data, and no small business is going to exceed it with business e-mails and business research alone.
