How do I meet famous actors like Victoria Justice?

Would really like to meet her she is so fine how could I meet famous actors like her and others being a normal person

    Lol her being "fine" is such a crappy reason to meet her. Just go on a vacation to her hometown and visit her favorite coffee house or something constantly. You'll definitely see her, but I'm not sure she'll actually want to talk to you though.
