Can I 'LOCK' drive letters in Windows XP?

I am using Windows XP 2000 Professional and on occasions when I add or remove USB devices or cards in my reader Windows sees fit to rearrange my external hard drive partition letters, I store practically all of my pictures, music & files on these drives & need to keep the letters as they originally were or my programs cannot find the data. Is there any way I can stop windows changing them as it gets a bit monotonous checking them and changing them back all the time?

    Windows dynamically allocates letters as devices are added.

    You might be able to con it by always leaving in a DVD, camera card and a USB drive etc
