whats a good way to grow "black hair" ?

my hair used to be long until i cut it and it never grew back the same ( i cut it my self when i was like 5 ) over the years trimming split ends and perms and other stuff seems to be doing nothing it actually seems shorter. and im black so my hair isnt fine or thin its really thick ive looked through seventeen magizine because they usually have stuff like this but for people with other hair textures
