Is air conditioner considered a "luxery item" in CA?

I live in a apartment and its very hot the ventilation is not great. I only have the front door, porch, and small bedroom window to open. Its getting hotter and fans will do only so much. Last year management promised people without air conditioners that they would get them, but they never came. Now this year the company is saying the same thing. I live in apartments that receives government funding for lower income people.

Update:

The complex is owned by a private company it is for semi low income people. Its old and kind of run down judging by how cheap they are I doubt any tax payer money (and I pay a lot of taxes as well, thank you very much)is going to make it a better place

    I would consider it, but I live in the CA desert where temps can reach 116 at times

    I guess they see it as a "uneccessary" thing since the temperature doesnt rise as much as in other places(TX, AR, etc.)
