It didn't come out yet, and on the apple website, it says that it's coming out in fall. When this update comes out, it will be free and available to you because you have the 4th gen.

iOS 5 is freeing October 12 international. there will be no can charge for updating to it, as a count number of certainty, Apple has no longer charged for an replace to iOS when you consider that iOS 3.0 became into released i've got faith.
