whose fault is it that social security payments haven't increased in the last two years?

i read that the cost of living index didn't go up in 2008, so that's why they didn't increase social security benefits. I blamed obama and a friend qiuickly 'corrected' me saying it was repubs fault.

i'm not sure who is to blame.

repubs or dems? i know the congress gave themselves raises when they did this

    The Republicans just took over the majority in the house the first of the year, Democrats still have Congress so the answer is the Democrats.

    it's no one's "fault".

    You get a raise when the inflation is high enough to justify it.

    Inflation is low.

    You don't get a raise.

    STOP WHINING.
