How do I find Captain Stern in Pokemon Sapphire?

Go to the Oceanic Museum, there should be a big line of Team Aqua people there but try to get in through the door and once you get in you'll have to pay a fee of $50 then quickly go upstairs and Captain Stern should be the only person on that second floor. Hope this helps!

just go check stern's shipyard at slateport city. talk to the dock there and return to museum just below the pokemon centre, enter museum stern will be there at the first floor of the museum.

Umm, how far are you in the game?

If there are team aqua grunts standing outside the museum, go to the barn near the museum and talk to one man who has a bald spot, then later team aqua will clear the outside of the musuem, allowing you to enter, then go upstairs and beat the aqua grunts and capt. stern will be there.
