Buying a website from someone?
I know you technically cant actually own a website, its really more of a lease, but thats not my point. There is someone who wants to let me take over their site and I was wondering how I could do this. I want everything to stay the same on the site but just billed to me and have myself being the primary person in charge. Is this possible? Hos do you go about doing this? If someone sells/transfers a site will all the content be deleted?

To buy a website, you are actually only buying the domain unless specified in some sort of documentation. My suggestion would be to prepare some sort of legal write-up specifying what you are purchasing, including things like:
- Domain Registry
- Site content
- All developed site applications.
Typically you will need to find your own hosting as hosting ownership is not easily transferred. This would mean you have to get your own web hosting and set up the site within that new hosting.
Finally, you would need to transfer the domain registry ownership to your ownership which can be done through a variety of methods.
The most important thing to do is simply document exactly what is getting transferred.

I looked at buying a website from the owners a while back. The site was about a subject I knew well, the site had a good ranking, but no monetizing...When we got to specifics, they were going to reduce the site to a name by taking all the current content...not a good idea for me.
