Why does it seem that Windows prefers a specific CPU core?
I noticed my computer running a little slower than usual and checked task manager. It fixed itself, but I checked the graphs on the performance tab, and noticed that core 3 of the 4 cores seems to be doing the most idle work, with core 1 being the laziest of the 4. Why is that?

Choice of which core is used is up to your operating system. I have never seen any rhyme or reason to it. You may have a particular process set to use a specific core under a procedure called 'affinity'. This can be requested by certain applications and need not be of concern.
BTW my CPU splits things more or less at random.
