How to reduce stomach flab?

I am 67kg or 148 lbs and my height is 180cm or about 6ft and Male 19yrs, which is the underweight side of the normal weight range by BMI, but still there is some flab, thighs are thick but hands are really thin. What's wrong? What's to be done?

Update:

I can try out crunches or sit-ups.

To Kate, what kind of exercises do you suggest and what diet, considering that I am a vegetarian although I take milk and eggs.

    Diet, exercise

Cardio is major for losing weight around the stomach area. Do some running whther it is on a bike, elliptical, or just jogging.
