In Low budget, go for ATi Radeon 4670 1GB GDDR3 card. Will cost u Rs.3400/-
It will run all the games on Maximum graphics settings on 1440x900 resolution.
Even Crysis 2 will run on MAX setting with this card on 1280x720 resolution.
Saint's Row The Third is not yet out, but will definitely run on MAX settings. Rockstar's LA Noire is also coming to PC, and will also run on MAX.
This is the cheapest card which can run on MAX. Also it will run on your 400w PSU.
