So long as the PS3 is connected to the TV - any TV - you can use it to play a blu-ray movie.
However keep in mind that blu-ray's main advantage is HD quality video. While it will work on a non-HDTV, it won't give you a HD picture on such a TV. It will look like a normal DVD.
To actually watch a blu-ray movie in HD you need:
* A HDTV capable of 720p, 1080i or 1080p.
* A device that can play blu-rays (PS3, blu-ray player).
* HD compatible cable, like a HDMI cable, to connect the blu-ray player/PS3 to your HDTV.
If you do not have all 3 of these things, then you are only getting DVD quality from the blu-ray disc.

The PS3 will send a picture to older (tube) tv's,but if you want to enjoy the beautiful picture that Blu Ray provides,you'll need an HD TV.
