Why does YouTube even have a dislike button on comments?

I'm wondering why the comments on Youtube have the thumbs down button because it obviously doesn't work. Have you ever seen a comment that says -2 or -4 (or have the numbers in red, whatever they do)? I remember seeing negative votes on comments before they totally redid the site, but not anymore.

    They re-did it so for example: a comment has 100 thumbs up, one person dislikes it, now it has 99 thumbs up. So it removes 1 thumbs up. If it has no thumbs up but 1 thumbs down, the next time someone thumbs it up..that will count as a thumbs down so it wont have any ups or downs.
