Dog being severely mistreated.what can I do?

Pitt Bulls are horrible dogs and should be banned, the puppies will die if the mom can't feed them for a couple of months as I doubt the owners will know how to hand rear them.

Don't tell the neighbors anything. Doesn't sound like the kind of people who are open to constructive criticism. And don't attempt to feed or water the dogs. I know it's a hard thing but you don't want these people misinterpreting your actions and getting all icky about it.

You say it's the weekend and animal control is closed. You just noticed this today? If noticed before - you should have called before.

Call Animal Control first thing in the morning. Keep calling until they show up.

What you can do is give the Mother some food and water since she is in the front yard. Also, you should tell the owners of the dogs that they are neglecting and abusing the dogs, and should stop immediately, and that you are to call the Animal Control. I hope that the dogs are going to better hands! (:

I would say just call your local police station. If animal control is closed, then this is probably your only other option.

I hope everything works out! It's so terrible when people treat animals in such horrible ways :(
