100% scam.
While there is a USAFIS green card diversity (DV) lottery, that email did NOT come from the US government.
The US government uses "dot gov" email addresses NOT "usa.com", NOT "yahoo.com" or anything else. The US government notifies winners via the United States postal service by sending paperwork to their home address NEVER via email. The next email will be from another of the scammer's fake names and free email addresses pretending to be the "diversity lottery official" and will contain a list of made-up fees to be paid in cash, and only by Western Union or moneygram.
If you google "fake green card lottery", "fraud diversity DV lottery scam" or something similar you will find hundreds of posts of victims and near-victims of this type of scam.

100% SCAM
You are NEVER notified by email if you win the DV lottery. NEVER. Not to mention that ALL State Department emails are from @state.GOV. And the US government does not accept Western Union payments for any reason
This scam is so common the US Embassy in London has 3 separate warnings about it on their website

The KCC will not ask you to send money to them or to this Embassy or any other U.S. Embassy by mail or by services such as Western Union."

Absolute scam.
If youi have any doubts, contact any branch office of the US embassy or consulate to verify this. Just look up a telephone number or address in your local telephone directory.
But do NOT send ANY money, either by Western Union or in any other form.
I repeat, this is a scam!

You dont have to know if it is scam or not, I will tell you.
It is a scam
How I knew? because first, when you win the lottery you do not notified by email
second, they do not tell you congratulation
third, you dont get permanent card! you just got the chance to apply for a permanent visa, later you can apply for the green card from the states

SCAM - obviously you wont send any fees to the UK - thats HOW you know its a scam.
That last line about POLICY is a load of crock and BS!!!
Anything to do with WESTERN UNION is a SCAM.
also the immigration dept NEVER send out emails - they always send out LETTERS by post.

1) The State Department wouldn't notify you by email...and if they did, it wouldn't be by a dot-com address. It would be a dot-gov (i.e. @state.gov).
2) They wouldn't want a Western Union payment. They would accept credit cards, checks, etc.
Western Union cannot be canceled once issued. That's why scammers like them.

DV lottery IS free.

Tell them where u should report them, police or their grandpa?:-) dnt pay or visit any addresses they have provided and dnt write ur credit card or password number.
Give them conditions instead, give green card and let me enter usa and then take money.
