National Insurance Number question...?

I am a Canadian, but hold dual citizenship with the UK. I am looking to obtain a national insurance number before I plan to move to Europe, most likely to go to school (I am not looking for information regarding schooling, I already know I would have to pay tuition out of my own pocket for school in the UK). How would I go about obtaining a N.I.N. while still residing in Canada?

    You move to Britain and apply. Do you know you have to be resident for several years, I believe three, to avoid international fees at university.
