I turned off my Toshiba a5 laptop while it was still running/on but since then it stopped working.Pleas help?

I have a Toshiba laptop a5, I recently powered off my computer while it was still running/on because it froze up on me and ever since, I have not been able to use it at all. It will come on at the start up menu with a black screen and messages stating to choose Start Windows Normally and the other options displayed are:

Safe Mode-Safe mode same w networking- safe mode with command prompt. None of which works, the laptop keeps restarting itself over and over!

My disk drive does not work so I can’t insert the recovery disk. Please help urgent matter!!
