Serving an Eviction Notice in Nova Scotia ?

I sent an eviction notice to a deadbeat tenant by Registered Mail, but he refuses to go pick it up. He is in a city far from me.

I want to get my friend to serve him with an eviction notice. Naturally the deadbeat is going to refuse to sign anything. Is all that is required of my friend is to hand the deadbeat the envelope containing the eviction notice and say "You've been served" and then walk away ? Will I need anything else ?

The tenancy is in Nova Scotia. I'm currently in Alberta.

Update:

This is in Canada, by the way.

In the US the mailing is still legal service, it is not required that thye pick it up.

You might want to hire an eviction service there to help you, not a friend, a friend can not go to court for you.
