ok so..im a high school student and have never worked before. I came across this job posting for a store and was wondering..how do i ask them for a job application..like whom do i talk to at the store and ask a job application and do i need to talk to the store manager or not?

Just walk in and ask a worker. Say, Yes, I saw where you are hiring, may I have an application? They usually have applications just sitting there for anyone who wants to fill one out.
