Pokemon encourages (and always has encouraged) the kinds of interactions that happen through trading, so they'll always have a few pokemon (notably legendaries) that can't be caught/seen without the counterpart game or through trading. There are plenty of people willing to trade, though, so it shouldn't be a problem.

Not quite all, you will miss about 5 if you battle every single trainer.
Unlike diamond/pearl/platinum you dont need to see all the pokemon in the regional dex to get the national dex which allows you to use the poketransfer system.

No it's not possible without white.If you've ever heard about the storm pokemon you'd know that two of them you need white for.I really encourage you to just borrow someones game ! Okay ! HAppy battling!
