Why I cant spend my paypal balance?

I have 70 $ in my paypal balance, and my credit card verified for paypal. But i have no money in my credit card and i wanna sped this 70 $ in my paypal balance. But i cant.

    Ask paypal - they should be able to tell you

    You say NOTHING about your PayPal transaction history. Aside from telling you to contact PayPal, the ONLY possible answer is somewhere in that information,
