One of the biggest destroyers of pepper plant leaves isn't a bug at all..it's slugs. If you haven't seen "the bugs" that are doing it that's probably because it's happening at night;this is when slugs are most active-the bast way of course to find out for sure is to go out late at night or in the wee hours of the morning with a flashlight and look for them on the plants-if indeed that's what it is you can get a copper- based powder (which is commonly used as a fungicide-and yes-many of them are approved for organic gardening) and sprinkle this on and around the bases of the plants(slugs don't like copper)-you can buy small copper rings or meshing at garden centers/ stores to place around the base of the plants, however these can be pricey.Diatomaceous earth will work also(non-toxic-available at most garden centers-and even some health food/vitamin stores) but it tends to require repeated applications as it can wash away with rain.

Im not sure what kind of bug eats those leafs but there is something called bug juice that sometimes helps with certain bugs. You take bugs and mash them up and mix them with water. The bugs smell the chemicals of their dead buddies and stay away from the plant. While its chemical its organic and not the sort of chemicals I think you are talking about.
