The description of your problem is quite vague. What exactly happens when you try to open another application? Does it crash? Does it cause your device to reboot? Does it cause the springboard to crash into safe mode? What exactly is going on?
The (usually) cure-all method is to restore the device through iTunes. Since you are jailbroken and iOS 4.3.5 was just released, you should be able to restore to iOS 4.3.4 before Apple stops signing iOS 4.3.4. This brings me to my next point: unless you have your SHSH blobs saved for a firmware, you cannot downgrade. Basically, the reason why is SHSH blobs are Apple's "green light" signatures, allowing one to restore to a particular firmware. Shortly after the release of a new firmware, Apple stops dishing out these "green light" signatures for the firmware right before it, meaning that you cannot restore to a particular firmware unless you saved it before Apple stopped giving them out.
I hope this helps!

attempt to hold your place button and sleep/off button at the same time for about 10 seconds. Or attempt to connect it to laptop and fix it trough iTunes. Or enable it run out of battery and pass from there.
