That is not a good computer (especially if you expect to get any sort of smoothness on a 32inch screen). Save you money, buy a PC (much cheaper and will run way better for the $$). If you feel comfortable install Linux. A very strong OS (the best actually... like OSX but without being slugish).

This is a six year old computer, but that is all you can expect for $165. Do you want to save up until you have $500-1,000? Fine, do that and get a G5 tower. You cannot buy a Mac Pro for less than $1,000.
Your eyes will be fatigued in no time using a TV as a computer display. A TV is not nearly as sharp as a computer display, so you will be squinting at the small print. You can buy a 17" wide-screen (1.6 ratio) display at a garage sale for $25. Unfortunately, most Windows users don't care much about video, so these five year old displays often have the dreaded VGA port. If you can find a DVI display, grab it.
You buy a PC if you want a cheaply built computer with spec numbers to brag about. You buy a Mac if you like to use a Mac. Do you know the difference? If so, tell the "Buy a PC" answerers you don't need any pushing towards Windows or Linux, the geek's friend. They feel they have been appointed the task of saving you from the world of OS X that they perceive as gay and gameless.
Do you have a display and keyboard? If not, you can't use it. Think of the Mac Mini as the world's smallest tower.
It needs upgrading. Remove the 256 MB RAM and replace it with 1 GB of PC2700 SDRAM. Get an external HDD at least 500 GB. The ext. case can be Firewire which will be MUCH faster copying large files than USB.... and you can use Disk Utility to restore the system to the ext. Firewire HDD to use as a backup. You can install up to OS 10.5.8.
With all of these upgrades, it will be reasonably fast, but don't expect it to play Youtube HD videos without pausing them to wait for them to fill the cache.
