"the validity of the public debt … shall not be questioned," This is what the 14th amendment says.
There are legal analysts that have advised Obama to say something to the effect of,
"Congress's refusal to raise the public debt ceiling violates our Federal Law".
Next he could issue an executive order that raises the debt limit.
Probably, followed by Supreme court arguments between Republicans and Democrats over the constitutional validity of either action.
