What type of flower/plant is this?

Question

Picture is less than fantastic I know....about a foot tall....feathery sorta-cosmos like foliage.  Light yellow and blue in the flower.  Please help!  For my 76 year old neighbor Lucille who is a peach (and I don't mean fuzzy :)
