Nope.
Supervised driving only. The supervising driver must be your parent, legal guardian, spouse, a professional driving instructor or another licensed driver who is at least 25 years old and has a valid California drivers license.
Passenger restrictions. You are not allowed to have any passengers under the age of 20 unless you are supervised by a parent or legal guardian.

Depending on your limitations on your licese. if you just got it then no because you have to have someone I believe 25 or older that has a license in the car with you to have anyone else.

yes you can because you are a licensed driver. only if you possess a drivers permit you would have to have proper supervision.

I guess it depends on the state you live in, but the answer is usually yes. Look through your drivers' manual.
