what is the best smartphone service for a budget?

I live in the Rochester NY area. Verizon is king here and I have a Verizon Droid right now. My contract runs out in less than a year. My kid is starting college in Pittsburgh, neither of us is going to have much money. I pay about $200/mo for two phones now. Suggestions for both smartphone and service?

I had heard T-Mobile was good. I kind of want an iPhone, and they have that. Hmm. Thanks.

Update 2:

Gosh I like DartGuy's idea... seems reasonably priced... if only they weren't using the Sprint network... I had Sprint and can't get decent service at my house. :-(

    Go with T-Mobile. You can probably cut the bill in half for two lines and unlimited everything. $50 per the first two lines for unlimited everything on the new plan.
