Is there a word for the act of saying something--but not to anyone else--loudly and sure of yourself?

Update:

A character of mine is making an exit with sorcery after embarrassment and he says an incantation to get out of there.

    To determine? I think that's the word you're looking for, or something similar to it. To decide. Maybe to assert or to state, but those are usually used when you are directing your statement at someone.

    EDIT: Oh. That's different. You could use a lot for that. "Yell" would work, "recite" might work.
